The site should encompass all of the required frontend and backend requirements to operate turn-key. It should allow users with an account to log in and broadcast their webcams to viewers.

For basing functionality requirements, see chaturbate.com. This site is very similar functionality-wise to what I am looking to have. There will be extensive backend requirements including:
Ability to archive all broadcasted video feeds for 90 days;
Ability to moderate users;
Still image capture archive of video feeds every 15 seconds for 90 days;
Track user data including identification, login history, broadcast history, geolocation data and account balance;
Ability to report user financial performance (token payments) for financial processing;
Advertising Management

I am interested in pursuing opportunities to utilize open source software already on the market to accomplish the objectives of this project. Bids that include creative applications of open source software will be preferred.
