Design and Develop Wordpress Site

We are looking for a Wordpress website to be built in the format of crowdsourcing/job posting website. High level requirements are attached (subject to change). We are looking for 1. Someone to create a functional design for website 2. Find/Develop/Implement Wordpress tools to meet requirements 3. Provide any needed assistance on getting the site live 4. Someone who has a portfolio with relevant/similar examples 5. Good communication and adaptability. We are willing to talk through and communicate needs, or discuss adjusting requirements to meet overall needs. We really need someone who will work hand in hand with us. The site would be used to post work at a user's home, workers and show interest in a job, and the homeowner can choose who they want to do the job. Need to have account login/profiles, payment system, communication system, and e-mail tool to send e-mails triggered at different points in the process. Please read word doc for a better understanding. Looking for a very simple, modern, and use friendly deign. Our budget is $1,000, but we are willing to go a little higher if the person can provide similar work they have finished. Please provide: 1. A portfolio of work that you have completed 2.
