Convert a PSD file to a wordpress theme

I have two psd files that i need to create a wordpress theme from. the theme will have a unique template for the index page, and then a default template for the remainder of the pages. the index page template needs a full width slider that images may be added to and taken away from within the admin panel (you can use a third party plugin for this, as long as the style is maintained). there will be multiple menu areas (drop down at the top of the page, sidebar, footer) that need to incorporate wordpress built in menu management. i also need a contact form styled like in the psd file, but it does nto need to be functional (that will be handled elsewhere... so a simple iframe in a text widget will suffice). the only other unique item on this theme is a widget that will need to be either written, or find a third party plugin, that lists any subpages of the current page (as menu items) the psd files are fully notated on just what needs to be done. i need to keep the css clean, and light. as few images as possible. i have lots of these projects, so i need to find someone who does good work quickly, for a reasonable amount, and i can use again and again.
