Create a Drupal Template

Hello, I am looking for a standard web forum (features simillar to phbb) with a badge achievement system. This achievement system is tied to a set of basic web forms that take in text and upload of a thumbnail graphic. The forums and forms can both use standard filtering options (for profanity, etc.) but the some of the forms will require specific filiters (i.e. character limits, numbers only). The forms are filled by the user and dynamically create pages where all the content is integrated into a specific format. User forms are filled in and the data is then dynamically posted forpublic review and private rating with the achievement system. User data must be available for moderators to edit, and all data must have various automatic send option so it can be archived / sent to entry specific third parties via e-mail or in batch FTP. I have been turned on to Drupal as capable of high performance for this sort of project but am open to using other CMS types. This is for a non-profit project with greater contract potential in the future. Volunteers on intial app development will be considered for staff contractor and programmer positions when the NPO becomes more developed. Standard negotiation as per the norms of this site is possible but contract coders will receive no seniority in the VDP system (see the refrence document above).
