Create a Professional Wordpress based website From existing Design

We have a completed design and concept for a wordpress based website that has been designed in Adobe Illustrator and this now needs to be turned into a professional looking WordPress template with full functionality.
The website is for an annual event which will have news updates, information pages and the like. We are looking for a design based on our existing design that will be compatible with all common browsers inc tablet and mobile.
Ideally phase 1 of this project will be completed within a few days as our customer needs certain elements of the design up and running straight away. Main artwork and concept will be supplied, along with fonts to be used, though some graphic work will be needed.
- Navigation menu (with optional dropdowns for sub-pages) will include 9-10 principle pages
- Some graphic work will also be required.
- Contact form required on at least two pages
- Google Map integration on front page
- Facebook and Twitter feeds integration
- Link to ticket gateway
- 200 row, 5 columns table listing of information that needs to be interactive and readable (provided via Microsoft Excel)
Phase 1:
Home page in place with 2-3 links working straight away and main 200 row table implemented
(1-2 days)
Phase 2:
Menu system in place and majority of pages present and working
(5 days)
Phase 3:
Final site complete
