Create a Wordpress Template

I would like to develop a simple website in Wordpress which is designed to allow administrators to assign news articles to copywriters, which they will then summarise and provide via a text interface. Administrators ------------------ Administrators need to be able to: (1) Place the article or an image of the article on the site (as a new job) (2) Describe the article and assign a price to it (3) Add copywriters as users (and delete them) (4) Add or remove 'jobs' (which are the articles or images) (5) Track how much is owed to copywriters (and when payment is made, which will be manually entered). This must be backed up via email (6) See the summaries produced by the copywriters and provide feedback (7) Obviously login and control privileges etc (8) Rate the work provided (9) See user/copywriter ranks, $ earned, etc Users/Copywriters ----------------------- Users/Copywriters need to be able to: (1) login to the site and see their statistics (how much they are owed, what work they have done, etc) (2) view all jobs that are assigned to them or that are unassigned (as well as timing) (3) view the feedback provided and ratings (4) provide the summaries (via a text interface or etc) (5) request that unassigned jobs are provided to them Obviously everything must be secure (password login, secure etc). The person who wins this will show me an existing template (and open source functionalities) that can be adapted to my needs to create the site. I will then buy the template and have them modify it. I suspect that there will be blogging sites which can be easily adapted for this purpose.
