Augmented Reality basic app for Iphone with server management routine - repost

We are looking add more functionality to an augmented reality app for Iphone and Ipads. The app was developed to a point by another developer and is not available to take the app forward. The main functionality the app already has is

1) position and location aware.

2)user can log in and see the location of another user of the app on the iphone.

3) New users can register

4) the server is based on Java language

5) the map overlay over camera view

6) direction indicator of a selected user

The functionality we want now is

1. Display list of people in network on the server side or the PC where the server runs

2. Display people on network on map so admins can monitor activities

3. OnClick of the map marker, the detail of the user should be displayed in a pop-up window, with detail like, Name, Username, location data (street, town country, longitude and latitude)

4. Ability to log members out and control access, like by disabling accounts

5. Ability for member to pay for subscription via PayPal or direct debit.

6. Ability to make an emergency call or dial a user from the display by clicking to call (call button can appear when user details are pulled up, by clicking on user marker on map or on list).

7)Update the iphone app user registration and login procedures
