Built product order module (2 pages)

For our new website: [login to view URL] (you can order flags here) we would like to have a custom build order module. Some of the options are dependent of earlier options. We would like the options and corresponding prices stored together in one file. So is will be easy to adjust if we would like to add options or change prices later. We would like clean and professional coding, efficient use of css (no inline) and javascript (preferably combined in 1 or 2 files) and no use of tables (use divs instead). No page refresh upon choosing the options, but changing of values upon clicking (we probably need javascript for this). I don't want Flash used anywhere. Also we would like to use deeplinks with predefined options. So for example, if someone uses the URL [login to view URL] then you'll land on our order page with the options already filled in like defined in the URL.
