Concept & Design finalisation to construction

I require someone to translate my concepts and sketches into a very basic level website in order that I can finish the concepts in all areas of the design with them. Obviously by doing this I hope that they will then be able to take the site to the next level and make it fully functioning. As we go they will need to make the site function so that the links between each page work and the basic outline of the pages flows as it would in the full version. this will also include creating emails for notifications etc as most websites have. They will also need to fully explain the possibilities of php and html mysql to maximise the effectivness of the web site in the future, where it is applicable. Then they will be required (if both they choose to continue) to turn the site into a fully functioning site with full database capabilities etc. This is probably best done in another 'bid' just for cleanliness of finishing one and starting another. At this stage there is an unknown number of pages so perhaps bidding on a site of 25 pages is applicable. We can then continue at that rate per page construction if there are more.
