Concrete5: Pre-defined set of pages for each user

We need a site in concrete5 with the following functionality:
There are many users whio, after logged in, will find the same set of predefined pages. For each of their own pages they can modify content and themes. The uploaded images must be "safe/protected" from other users.
For the predefined set of pages we define also pre-defined content: image-gallery, text, a set of hyperlinks.
There is one "special content": The user can choose from a set of Apps which one will be displayed on his page. These apps are only images/icons for webapps (e.g. google, facebook etc.) There must be a way to mange this content via the cms: 1. Add a new icon, 2. Add a new URL for the [url removed, login to view], 3. Choose a category for the app (sports, news, lifestyle, wheather)
Most of all we need a "proof-of-concept" so the design for the pages is secondary and we can modify ourselves. Probably this is another job ...
