basic site tutor paid by hour/ small projects

Looking to learn the basics. I started a simple (not yet functioning) admin panel and looking to eventually get it working with a simple site. I am looking for someone who can help with ongoing very very simple changes where I will then be able to see what was done. For example, taking a list and making it into columns and eventually setting up a database or I need: 1) your hourly rate 2) Total for this project will be $30 so that I can eventually close this out and leave you feedback. 3) that you will take paypal moving forward after this 'milestone' is completed. 4) That you can tell me how do using Dreamweaver, unless you can suggest something better/easier. 5) That you are available 6pm to 1am EST (NY time, US). Those that do not respond to all 5 'needs', will not be considered. Thanks everyone~
