Hi I have done similar work for a drilling company which also needed their daily drilling reports filled in in offline mode as well, but you should know that offline mode would impose limitations on the project and also would increase the cost significantly, I would do the backend with ruby on rails and front end with backbonejs, I guess you can limit your users to use firefox or chrome
