A2Billing Automatic Refill Application

We need an automatic refill application built for A2Billing. Currently A2billing only provides a report of low balances. It does not provide an option for customers to set a refill threshold. Nor does it connect to paypal or [login to view URL] to recharge according to that threshold. We need this built. We need a page in A2Billing that allow customers to set their thresholds and to store their credit card (through [login to view URL] or paypal's API). Then a cron process either on the a2 billing server or an external server which checks every x minutes for low balances and hits the customer's credit card when their balance thresholds are reached. The system should check for expiring credit cards and send out notices. Email notices will also be needed for any transaction (change of threshold, change of credit card, failed transactions, successful transaction etc... ) We would prefer someone who has already designed such a system, that we could just purchase and have customized for our needs. But if not, someone with at least some a2billing experience would be required. Thanks, Hope this helps.
