Community web, utube principle but 10000 times smaller

A community video sharing web-site is needed. The site will be for a maximum of 5000 users. Main design is in place so only database element is required. There are no messages between members, no comments, etc. Its very simple - people search by category (4 categories) and then the content is generated on the basis of database entries. Functions: 1. Registration of users. As per above, users create a web-site database by uploading 1 photo of themselves and up to 10 videos which are a maximum of 5 (or whatever) megabytes in size. Also, there will be 10 fields max to fill including name, hobbies etc.,The registration page also acts as a "profile update" page where users can corect info about themselves and delete and upload new photo/video. Photo, after it had been uploaded, should be shown on reg. page as it will show on profile page so if it looks "strange" for whatever reason, it could be changed. Also, first frame of each video should be shown as thumbnail. 2. When searching for users' videos through search options on front page and on the basis of the populated database - a generated content page is [login to view URL] includes the video requested plus info about the user and thumbnails of other videos by user. 3. Upon completing the registration and after have visited payment web-site (only when payment is successful) - user's files are added to database andshould become available for other's to see. 4. Admin username and password should be installed to allow for correction of details and deletion of bad content. 5. After have registered and paid, the user's video should be displayed on front page of web-site alongside with 3 other users' most recent uploaded videos (totally 4 thumbnails of newest videos on page). 6. A script (not utube cloe) is required to process (convert to Flash format) small (upto 5 meg) video diles as they are uploaded one by one.
