add TMDA functionality to DSPAM

DSPAM is used to check incoming email for spam, but DSPAM does not have TMDA functionality.
Rather than implement TMDA as a separate system I would like an 'add-on' to be developed creating TMDA functionality within DSPAM, and allowing our users to control TMDA options via the DSPAM web interface.

You are welcome to use code from TMDA but the final result must be a single system inside of DSPAM - I'm expecting a 'add-on' module perhaps as a set of diff files.
You are welcome to use Open Source code to achieve this project but you will need to list the code that you have written. (so I know which bits we own)
The messages sent by the TMDA functionality should support HTML and plaintext, the content should be customisable (custom default set by admin, can be changed from default message by user).
