clone site / google maps integrated

This site rottenneighbor dot com does not exist anymore, but I wish to use it as a model for a new site. The basic idea is to have a website where users can type in their address or zip code and it will pull up a google map of the area, users can mark points on the map and leave comments about people that live at the houses there. Marking them as either as good or bad. Complete website creation, design, and most importantly function is needed here I have nothing but a handfull of screen shots, all content for pages such will be provided such as FAQ, Contact us ect.. While I have a basic idea of how the site should look it will need to be completely built. I have some screen shots for reference, please let me know and I can send them over for you to look at. The new site should be along the same lines that rottenneighbor dot com had with some differences. Site should have these basic functions. 1. Linked to a map like googlemaps and allows users to flag houses / addresses and post comments about that point different colors for good and bad neighbors. Should be able to mark houses by clicking directly on the map and also by entering address directly. 2. Ability for other users to rate comments of users such as a thumbs up or down to agree or disagree. And also add comments back on top of the comments placed. 3. Users must login to account to make posts username and password There will be some other stuff like live feed page where recent posts can be seen and maybe a couple other pages like faq's contact us ect.. which will all have content provided but need design done. Site will be setup on a dedicated server with cpanel ready for the coding to be installed.
