desktop notification software

Need a program to be installed on a PC (windows desktop) that will automatically notify (via a popup screen) the user of any new events generated from web server (running PHP & SQL) or blogs from word press.

The idea is when someone new signs up to the website they can download the exe program free of charge and I can send them new news feeds or blogs without users having to log on to the website or check their email.

## Deliverables

Software needs to run on server and operated via webpages. Delivery of new information to the clients desktop can be done manually or (automatically using word press).

Can the client sofware (ie PC desktop exe file) have the facility to accecpt following

text (must have)

music (like to have)

video (like to have)

option to uninstall at any time

I need to use the software to eliminate the need to send emails and get information straight to the clients PC desktop.
