I am looking for a stable message broadcast script that sends a voice file, tells them to press 1 or 2 based on a IVR menu and that It will transfer to a vicidial agent queue(IAX) or just a 10 digit phone number. this is project is for SIP, I do prefer using a webgui but if not i am open to looking at other options. please let me know what options we have but I do not want to use vici to send out the messages, in our experience vici has not been stable to do voice broadcast, we rather just use it for regular outbound calling... I have 10 megs of bandwidth so speed is not my concern. please let me know guys. thanks

Use PHP-AGI for easy configuration. It is able to handle any dial-plan can do including speaking voice file, transfer or forward call, etc. I am able to complete within 1 - 2 days if PHP-AGI.
