Had developed similar kind of tool for network monitoring of major TSP. Having both options : a) ping at regular interval with fixed no of packets. b) ping on request basis (click on web page).. Did by shell script in Linux, results can be check over a web page also can be Emailed if having Mail client installed on server on which Script runs..
