Build image recognition app

This piece of work covers the following problem. I require someone to code a piece of software using OpenCV to recognise an image coming in via a webcam. This image will need to match one of several thousand stored locally. The software will then overlay a reference number across the image.

The issue is, the software must inform another system using HTTP what location this item (from the image) must go to.

For example. The webcam will view an image, it will search for it within its image database, it will overlay the reference and then push a location via http.

All example working images will be supplied.

The software must not be encrypted and must include comments for easy understanding.
