Byte Array for encrypted pdf

Please feel free to ask for clarification if the scope of work is not clear. I want to make sure you can complete the project before bidding. If you have done a project like this in the past, this is a big plus!!!! I need a BYTE ARRAY script written to retrieve an encrypted image file located in a specific path on my server and managed through the MS SQL server. Attached is an screen shot of the DB and encrypted relationship, the db (MS SQL 2008), and encrypted files from my test servers. You should be able to re-attach the DB to your local MSSQL Server. The end results would be a web page which has an hlink for the 'DocumentID' to open the image document (pdf, png, jpg, etc..) via the web. You should be able to provide me a URL simply with a couple of 'Given' links that would open the files I sent you for testing purposes. Once this has proven out, we will test on my test server to proof the code. Snippet below will give you an idea on how to retrieve a document from SQL. We read it to BYTE ARRAY to pass it to Web, but it needs to be re-written to work within php.
