Dial Plan for asterisk A"Billing

We need a dial plan for the A2Billing costumers control panel. At present a costumer in Birmingham UK calling a London number starting with 0207 Code would need to dial 44207 then called party number say 1234567 (442071234567) before the call can be put through.

A costumer in Birmingham will have to dial 44121 then called party number say 1234567-(441211234567) before the call is put through. What we would like is an in built dial plan for A2Billing where as in the costumers control panel they would have the option to set Dial plan. In this dial plan section we should have option to choose country say UK44 and then next have option to choose city say Birmingham121 and save. One this info is save then the costumer can call a Birmingham local number with out having to dial 44121 and also be able to call any UK long distance number such as London 0207 with out having to dial 44 in front.
