automatic Text file Editor

I have a need for an application which can carry out the following tasks 1. Search a folder of text files and move all files that contain a certain dates to another folder the text file names would be in the format 123dftx.005 or 2356xd.001 but they are text files the names of the files must not be changed in any way. 2. Within the files which have been moved to the new folder the application will then have to read these files and extract data based on a number of criteria. The lines of data to be edited will always be from line 3 and could be up to line 40 but never line 1 and 2 as these are header lines. a. The first criteria will be a code in the line we would need a facility to enter a start code and an end code these will always be numeric whole numbers. Also these lines will always begin with $ITEM as the first 5 characters. The code then follows that. We would have a need to be able to enter say 10 sets of start and end codes to give example 00000549 to 00001999 and 00005000 to 00006999 etc. up to 10 of these sets. Once a match is found in a random fashion then this line can be copied to a separate file and deleted from the original file. This process will only ever delete 1 line from each file there is other changes to be done then within the file see below. Note red line in source file. b. The second criteria is a number which is entered at the start say 200000 as the lines are deleted a numeric figure is extracted from each line when these extracted figures total up to the value which was pre-defined then the system would stop. There would need to be a facility to enter a numeric value for each set of codes in criteria a. c. Criteria 3 is the source location of data d. Criteria 4 is the destination location of data. e. When lines are deleted from a file then certain figures will need to be recalculated within the files note blue figures in destination file which are made up from the green figures, the number of line which need re calculation will vary from file to file f. If there is only one item line in a file it must be ignored and continue to the next file. All the criteria’s to be entered in advance then the application run. The deleted lines from files to be stored in separate file same text format as deleted but with trans number from original file at the end. Brown text in original file. I want the application to be portable as possible also to save criteria entered for a later use when the app is re run except the dates I want them to be entered each time the app is run. Also note all files are , limited for our analysis application so it is very important that all , are maintained in the same locations and none are added even ones in figures etc. I may need further updates in the future or modifications etc. see full specs in attached file
