ADSL billing solution

I need to develop a solution for my client's ADSL business. The project involves: * Utilisation of a free Radius daemon on Redhat ES server * User accounts on MySQL server on a seperate box * Customer self-care web site development, linked to his radius account, where customer can log in and see his upload/download activity in intervals of daily,weekly and monthly. * Admin area for provisioning of ADSL users, with the following features ---Lock down ADSL ports so that customers can only access the service from authorised ports (via Radius AV pairs) ---Provisioning of users,terminating of accounts, producing billing file in CSV format ---Provide promotional incentives * DSLAM and router management records to be managed by this software (eg. customer and port relationships) * Management reports, trend reports, usage reports and fraud reports+alerts. Reports should be viewable over the web, and also automatically emailed to subscribing admins as pdf. Private message me qualified bidders with past experience. Serious bidders only.
