ok simply its a anime community site which will host latest episodes and manga for certain series.
The Anime section will be a download section for animes (but for example a certain Anime which has new episodes every week, all new episodes should be able to be addable via AdminCP or user panel in their own folder).
All the settings should be editable via AdminCP.
Also all of the sections of the website should have SEO urls for better indexing.
also it will need a login script that is compatible with phpb forums so when they login in on the site it logs them into the forums also.

(PS: we need to keep the budget of this project at something low because we have limited budget)
