Backend Website Needed - Reseller Tracking

We need a web based system to track our resellers account activities. The system will need to run on [login to view URL] and be VERY easy for our resellers to use. We would like to be able to add new resellers manually and then provide them with login details so that they may use the system to track their sales activity and the sales activity of their downline. We will need to: Login as Admin and Complete Reseller Purchase Orders Add New Resellers Link Resellers to their Referrer (Downline) Add Reseller Services (For Customer Purchase Orders) Answer Help Tickets Pull Reports - Several reports such as: Inactive Resellers, Monthly Reseller Sales (in order from reseller with highest amount of sales to lowest), etc. Credit Resellers with Monthly Cash & Traffic Credit Bonuses Post News & Updates Issue Refunds Resellers will need to: Sign In Fund their pre-paid accounts (Using Paypal) Add New Customer Purchase Orders (Customer purchases) View their account balances and purchase history Create Help Tickets View Downline (Sub-Resellers) & Downline Purchase Order History Pull Reports - Monthly Sales Activity, Monthly Downline Sales Activity We would like to receive email notifications: When a reseller has funded their account When a reseller has added a new purchase order When a reseller has opened a help ticket These are the basics of what we need. I'm sure there are things that I haven't thought of yet. This sytem will need to be VERY easy for resellers to use. If you have done projects like this is the past please send URL's to programs you have created or attach sample files so that we may review your work. I have no idea what the budget for a project like this should be so all offers will be considered but we would like to keep the cost as low as possible please. This project will need to begin in mid January.
