Clone of Pay Per Post

I require a pay per post type website to be designed with a backend database that is easily updatable and easy to organise payments to bloggers. I have included a rough spec below but will go into a lot more depth if neccesary.

When a blogger registers they should be sent a verification email.

Once verified they can submit their blog to be reviewed. Once a blog is submitted by the blogger an email should be sent to the blogger confirming that the blog is being reviewed.

The blogger must be able to edit their profile, ie set their paypal email address for payments, how much they charge per post etc - full list of fields in the profile will be given to the winning bidder of this project.

There should also be the facility so that bloggers can display an image on their blog showing how much they charge and if clicked allows advertisers to submit an offer specifically for that blogger.

When an advertiser registers they should be sent a verification email and once verified they can submit details of what they require bloggers to post about (an offer). When submitting an offer they must pay via paypal the total cost. The offer will include details of the offer, how many blogs they want to post about the offer and the amount they are willing to pay per post. The amount they must pay is then number of posts x amount per post + an admin fee. The admin fee could be a fixed fee or a percentage and must be set by the administrator in a control panel.

Bloggers should then be able to review the offers and select one to complete, once completed they must submit the url of their blog post for review. Once the post has been reviewed by the admin then the amount earned for that post will be added into their account. The can then log into their account and request a withdrawel via paypal (similar to scriptlance)

There must be an administrators control panel where the admin can :

Review and accept/decline new blogs

Review and accept/decline new offers

Review and accept/decline new posts

Ban/unban bloggers/advertisers

email one or all bloggers

email one or all advertisers

Set fee's paid by advertisers as a fixed fee or a percentage of total

The design should be smart but simple, it will also need graphics for advertisers to place on their blog as mentioned earlier.

A referal program would be a nice extra where bloggers can receive a percentage for refering bloggers and advertisers.

I think this is about it but please ask if you need any more information.

The site must use a mysql database and the PHP must be well commented so I can look at the code and see what it is doing.

Payments from advertisers must be via paypal using IPN and the admin must be able to view and update withdraw requests (declined/paid etc). A paypal button next to each withdraw request would be good so the admin only has to click the button which sends them to paypal with all the bloggers details and amount to pay sent.
