Codeigniter + Bootstrap + PHP , New Web application

I have an iOS app for a specific niche that allows users to take pictures and videos in a structured manner and uploads them behind the scene to combine all the user information and media to create an output video. You can see the app screens here - [login to view URL] I need this exact functionality ported in a web app using a CodeIgniter framework and frontend using bootstrap. This app uses a backend which is a CI project uses MYSQL Backend, so the backend (including database and DAO etc) are all ready. You should be able to reuse majority of the APIs (copy and paste to create the controllers) as well. High level functionality for this web app is - 1) User Dashboard that shows 5 tabs (as in app) 2) Video List screen 3) Video Details Screen 4) Picture and Video uploads (Using AJAX with progress bar like in Gmail) - Multiple uploads should be possible 5) Video overlay Playback (like lightbox) So you need to mainly do the following - 1 - Using Bootstrap, design the slick front end. (By slick I mean SLICK) . I am a sucker for quality 2 - Once we agree on the screen designs, create the screens and controllers - use the backend I already have to complete the flow I will provide the existing app and database schema at the beginning. I will also provide rough screen layout and pointers to some existing screens in app so that the web designing should not be terribly hard. I need this in 3 weeks - CANNOT MISS THE DEADLINE. My budget is 400-500$
