Create two pages in PHP, using Ebay and Paypal API

I need a very skilled programer to create two pages in PHP , using Ebay and Paypal API ...

This pages will allow users to buy items from [url removed, login to view] through my site, So I will buy this items for them ... they will just insert link to this item and click button...

My site will have one account for paypal and one for ebay.

So, you must make this two script to do all work automatically!

First Page:

User will insert link to item which he want to buy ... and buy it using my sites accounts.

Second Page:

Only I, like admin will be able to setup accounts for paypal and ebay.
