We need a php based site (can be based on a CMS or pure php)

a detailed spec will be given to the bidders

site has up to 12 pages and should handle registered users

get a data files (using upload page) and send data to the users

Design will be given by us in the form of PSD

Payment is done using escrow

60% on ghanding the site

40% after finishing QA (1 week top)
