A car sell - auction site

Selam, Hi, I would like to rent a PHP coder to make a site for me. The concept is as following: You have 2 small sites a client and business side (with cms in backend) with a shared DB. On the client site normal users can put their car for sale, we ask personal info and details about the car and pictures. This is then sent to the MySQL db. The business site is another site but connects to the same DB. There you see a list of the cars, but they cannot see the details, price and are not able to [login to view URL] cardealers can register to bid and see the full details, we then receive a mail with the info of the cardealer that wants an account. We send them a mail asking some documents to verify. If we get these documents, we would be able to enable /activate their account in the backend. When their account is confirmed by us, they would receive a mail with username & password, and could then be able to login, see the cars and their details and pictures. BUT THEY WOULD NOT BE ABLE TO SEE THE CLIENT/SELLERS PERSONAL CONTACT INFORMATION. The people who login in to the backend are the only ones who see this information. They can then place their bid. They can also see their bidding history, their auction cart, their invoice history, and they can put an alert on a search. Also when they are logged in they, should have a 'my account' menu to change their password or email. Normally when a seller/client put his car to sell, this is available for the cardealers for 24 hours. After then we send the highest bid to the client. If the client doesn't agree, we would be able to prospone the bid for another 24 hours from the backend. So in short 1 MySQL database, 2 cms sites that connect to it (seller/client site, and buyer/business site) and the backend. Would preffer to let it build on a framework and the code must be readable and good commented. Also the design has to be modern and SEO optimised.
