Custom Message Board

HI, I need a custom message board (PHP)where people have to register to add messages. On the front end I want the user to choose from the different cities i have (a drop-down menu) they will also input ther name and email. After the message has been inputed the messege will be posted on its separte page for the city. On the page for the cities where the messages are posted they should be posted in order by date. On the admin side I want to be able to search by, user, keyword, or ip. Also be able to bann, add a new city, edit a city or a message. I want something like on this page. also messages that contain a certain word need to be verified by the admin. after the admin verifies the messege the admin posts the message.
