batch email routine runs as a service

| I need a program that will call an external program and when that program finished this program will log into our sql server and it will send a canned email to every email address in a particular table. The initial program will setup the table and then the new program will handle the email. We will provide the executable program that builds the table and all you have to do is send an email with a canned message to every email address for each row in the table.

The caveat is that we use outlook and do not want its security to get in the way of the system. So the email should either go out directly or should use the outlook account on the host machine but you will need to turn the security messages off.
