Convert single page PSD into Wordpress Theme

I have a single page PSD that I need converted into a Worpress Theme. It doesn't matter whether you take an existing theme and hack it up or start with a skeleton and build it up. I need the header, nav, slider, and footer as a theme and a static main page so that it resembles the psd. I can give you access to our WP admin and FTP if you prefer to design it there or you can deliver the theme for me to install.
