CSS/Layout fixes

Several CSS/Layout Fixes

The problem is some of the features of our site do not transfer well into other browsers as well as they do in the current Firefox version - The fixes must make the site look the same in Firefox, IE, Safari, Chrome

Problems:

- Ad in banner is Vertically aligned to the top of the page - Must be centered

- Headlines button is not vertically aligned to the bottom of the headlines + the text on some headlines do not match to the background image.

- Navigation Bar (Home, Articles, etc) - I believe in Safari and sometimes IE, the navigation bar is not aligned to the left, but centered and continues onto a second line.

- The left and right blocks on the main page + many other pages do not extend to the bottom of the page. They must extend the full length of the page.
