Community Wapsite

I want to own a community wapsite something like in [login to view URL] which has the following features: Shoutbox PopMsg Global/Local SMS Forums Chatrooms (should have a quizroom or room where can earn plusses/money) Bank (where members can withdraw/deposit their plusses/money) Blog (members should be able to upload images/audio files) Clubs Articles (members can post any news/articles) Friends (add friends) Downloads (download files uploaded by members) Site Stats (all site stats) Search (search any user, file, anything within the site) Gallery/File Uploader Other features: -Member profile, where the admin/moderator can rate the member Own customization of profile (like options for themes) -complete admin tools such as ban/kick user (others I want to discuss in details) -money is earned through posting in forums, chatrooms, uploading a file -files uploaded in the gallery can be downloaded and are worth the plusses/money earned -online games where user can earn money by playing I have sample wapsites for these where you can check and see. I dont have much knowledge with the programming of this kind of wapsite, hosting, etc. But Im willing to pay for them. So please help me with everything.
