Convert Flash Site to css, xhtml and flash

My site is completely flash, but only a small part of the site actually requires flash for the animation (it's in the footer). I want the site converted into css/xhtml with the small flash part embedded in the footer/sidebar. I have the flash doc and all graphics.
## Deliverables
My site is done completely in Flash. Please take a look at the attached flash document and I will also give bidding coders the live sites URL. The only 2 portions of the site that actually require flash are the right sidebar (where the building and floodlights are) and the footer (where the people are walking). I want the coder to redo the homepage, making all but the right side and footer in css/xhtml. I also want the coder to make a second page that will serve as internal pages of my site without the right sidebar. We will not be using the flash entry page in the original flash at all, so that can be discarded. We also want to change the left side navigation so that they are LI's as oppossed to flash or javascript mouse overs. The left navigation verbiage will also be changed as follows:
The current left navigation has 3 components: 1 set of 6 buttons (begining with "about the magic", 1 "make a reservation" buttion and 1 "download fact sheet" button.
We want this changed to: 1 set of 8 buttons (Home, Our Hotel, Rooms % SUites, Dining, Groups and Meetings, Aladdin Buzz, Contact Us, Specials & Packages) and 1 Make a Reservation Button.
We want the set of 8 buttons to have a pop-out subnavigation on some of the buttons, but not all of the buttons.
We'd like the coder to use AJAX when recreating the pop-up on the current Meetings and Events page.
