Create a website for a small recruitment business

I would like to create a basic website for my small business. I would like? 3 pages, a homepage, a client page and a candidate page. I would like links from the homepage to the candiate page which would be a form so they can enter personal details and attach a word document file. I would also like a link from the homepage to the client page, this would also be another form and they can attach word documents.
