Clean and Simplify this Perl Project

We need this project simplifyed and cleaned. It is a simple MySQL-based classified advertisement site. Currently it requires apache changes to run, it uses shell scripts, and uses .pl files (we want to use .cgi files). We prefer to use Perl's DBI from CPAN instead of the SQL connect method that this project uses. Your job is to 1. simplify this project so it does not need apache changes or root access to setup this website if we wanted to move this project to a new server (needing root to install Perl modules is OK). 2. remove the .sh scripts (everything must be in .cgi scripts, except for the .pm files) 3. use less files for this project. 4. use DBI for all database operations. 5. save these scripts in ascii (when they are opened now in Notepad, it does not show line by line, all the lines are jumbleled, I think because they are in Binary format. 6. [login to view URL] should be obsolete in the fixed/cleaned version of this project (we should not need to run ./script/[login to view URL] -d, etc..) 7. Test this site and be sure it is working on the new account we give you on the server (Redhat). We use PHPMyAdmin and CPanel, we will give you an account to setup the site on, you can create the database using PHPMyAdmin and make any changes using CPanel. You will not be given root server access to setup this site (you will have SSH access to the account). ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
