change background of photo

Hi,
i have this picture, high resolution, that i want to use for both my ID and my drivers license but it has been taken against a dark background and according to the 'photo guidelines' it needs to be taken against a light grey or cream background. it also needs to be 45mm tall and my head should fill between 29-34mm of the photo (i guess that just requires some cropping). i attached the picture, what do you think, could you change the background to either light grey or cream and maybe take away the moles on the forhead? how much would it be if you could do it?
maybe easiest if i give you a brief call to discuss because i'd also like a filter on it.
