Azure SQL Find missing records from one table and add to another table in another database

I have two databases on Azure SQL. I want to insert any missing rows from one table to another (same structure). The two tables are in different databases. On Azure we do not have the ability to query across two databases!
I need someone who is an expert on Azure SQL. There are restrictions that are not on normal SQL databases.
For me to consider you I need you to tell me what you are going to do and how you will get over the issues with Azure SQL.
