Bulk email sending - mass email marketing - 20k an hour

I am looking for someone or software that can send out bulk emails 20k-100k+ at a time and get them into peoples inbox not their spam folder I would prefer to work with someone who can provide me with a solution that comes with a control panel where i can view inbox/open/bounce rates but will entertain other solutions. or reports provided. I can not get ips blacklisted I must have ongoing proven system with no down time.
