converting csv into separate text documents

I have a several large csv files that consist of between 130,000 to several million rows of data. I need a program or easy-to-run script that can take a cell from each row (every cell being in the same column) and export that cell into a separate text file, and name that file based off cells in another column. In other words, it will take the 130,000 (or however many) rows, and create 130,000 text documents in a separate folder, where each subsequent document contains the next cell in that column.
The number one priority is that the program or script can do this *quickly*. I have an excel script that can create the text files one at a time, but this would take many hours or a number of days for the files I want to convert. I would want a program that can export the cells quickly enough that I can get the output for two million rows within less than an hour.

In that data, we would need each cell in the "message" column to be a separate text file, with each file named for the number in that row, column H.
Because the data files are not structured identically, I need to be able to specify within the program or script which column to use for the text file content and which column to use for the text file name.
Also, it is important to be able to specify a location to put the text files.
