Create web development project plan for website build (based on an existing site)

Note: I need a quick turnaround on this so I will be picking a bid winner after a few hours. Summary: I am looking for a web developer to create a rough project time and cost estimate. Cost should be at your hourly rates. Please mention your hourly rate for this type of project in your proposal. I am strictly looking for developers or development companies to bid. The project objective is to create a consumer facing website similar to an existing site. The site is for connecting students and tutors. The existing site and some of the features are listed on the project overview page (at the link below). You will need to visit the actual website and confirm the major features and add any big features that are missing (back-end features or functional features). There may be a possibility for ongoing work on this project as well depending on your skill-set and rate.
