custom remote control software for IT support

Looking for a quote on creating a custom coded remote control desktop app. There are two clients: operator and client. Both apps need to support a log in with user and password, which will need to be looked up on our mysql database. We would like it to be very similar to livezilla (please check out their software), including the chat. On the operator side, there need to be an option to take control. When clicked, a screen opens with the clients desktop, and the operator can now fully control the clients computer. When a client logs in, the software need to check the currently purchased service plan, in order to determine whether the support is paid for or not. If the plan has expired or no plan has been purchased, the software needs to open a website where the client can purchase their support plan before connecting to an operator. Need to be compatible with 32-bit and 64-bit widows machines, starting from windows XP, Vista, 7 and 8. Also need to be able to run on windows server 2003, 2008 and 2012.
