Create a company website.(repost)

I need someone creates a company website, it's going to be a dynamic site, doesn't matter if you are using php or .net, as long as it works and done correctly without any errors/bugs. The project needs to be done on time per timeline agreement, and requires a translation software for two different languages. Also, No payment will be made until the project is completely done and working properly. (LOGO = the design should be something with the globe/world and company's name) 1. Home (index page) - 2. Index: hmm flashing where the design can change within a few seconds or something looks professional and nice : also would like to have some wordings that can be changed from the admin panel. Perhaps, we would like to have the product/services pics and wordings on the index page for a quick view?. And other ideas?? 2. Products & Services (pop ups) contains: a. Distributor : blah blah lbah , the wording, pics, etc are controllable/changeable from the admin panel -? I have some pictures/Logos of products to be posted, please design it as to upload able from the admin panel. b.
