CSS and JS additions in Dolpin 7.1.3

Someone very familiar with Boonex Dolphin, with knowledge of CSS & JavaScript is needed to make the following adjustments to a 3rd party Dolphin template: 1) Addition to CSS: a) Placement of three graphics, with two of the graphics utilizing the "z" index. b) Change position of where four hyperlinks are located on menu c) Positioning control of the main body content block 2) Additional JS: One of the graphics will need to be linked to a JavaScript that opens a window on click that I can re-size as needed. Similar to the function of the "bookmark this page" JS in that it needs to be specific to that particular page the the web site visitor has [login to view URL] window will contain information about that specific page only. What I'm trying to accomplish with this JS controlled window is to break down the FAQ into smaller, more easily absorbed segments, instead of overwhelming a user with a very long list of Q&A's and expecting them to pick out the information they need. That's why it needs to be specific to that particular page
