Create from a PSD 124 seperate pages (Drupal) simlar theme but distinct page

From a current landing page ([login to view URL]) in Drupal 6 it needs to feed/link to a page with 12 areas (links) that will in total feed into 124 separate pages - each page will have a similar layout but be specific to each school.
These pages will also be reached via a Geo mapping effort. So i need to have an straight forward ability to add street address.
I can supply the page colors for each page that needs to be worked in. I also need to add the street addresses.
The ability to add future pages needs to be made as simple as possible for a non-tech support group.
If you can build out the Geo mapping along with this - feel free to quote this additional effort.
So in short: In a Drupal 6 site create a secondary page containing 12 separate links to 12 pages containing a total of final pages (124)
All the breakdowns will be supplied via excel spreadsheet and a PSD as to how the 124 pages will look.
