Build an Online Store CS-Cart from HTML template

I have a HTML ecommerce template that i want to transform to CS-CART but without any hooks or coding. For example, it will not get any data from the database and create a carousel, but the carousel will be made full of html, css and javascript. Another example, the HTML template I have, it has add to cart button. It will be just a button, when its clicked, nothing will happen. So basically it's a transformation from HTML to the design structure of CS-CART without coding. Also, the transformation has to include the blocks/grid layout, to be connected with the design templates. For example, if I want to add the login/logout, you will put the block into the layout, that is connected to the template file with the HTML I provided you.
