Convert a Template to a Website

I am looking to find all the teachers for Pennsylvania (PA) and New Jersey (NJ) school districts. Attached is a list (PA on one tab and NJ on the second tab. There is closer to 1100 websites then 430 like originally stated (sorry).

For example here is a website: [url removed, login to view] on this site you have to hit the submit button for it to search the names and they are on multiple pages. Here is another example: [url removed, login to view] (the names and emails appear on one page but in multiple tables).

I either need a crawler that can find all schools district's staff directories for these schools. Or an extractor, so I can find the school's staff directory and have it export the data. I'm pretty good with Excel and can clean the data once there (if needed). A lot of the web harvesters limit how much you can export for free or do not allow you to export with paying. I'm willing to buy something small but it would have to give me what I need.
